Yes, that's what a spec commercial is. Just make sure you personally qualify and when you directed the spec work qualifies.. Read the rules before entering. And, please mark the appropriate category on entry form. It does not have any bearing on the selection process but important for the record.

Having your work on YouTube, Vimeo, or elsewhere does not affect your NDS entry.

Your rules say, in terms of eligibility, that it must been completed during the latest fifteen month period of January -March. My question is, what does “completed” mean? Does it mean finished or released into the world?

I want to enter the New Directors showcase (category 1) for a TV spot I directed. Can I submit a directors cut or does it need to be the official spot that aired?
Up to you what you submit. Keep in mind, that if selected, your work would be shown at DGA and publicly on the SHOOT NDS Web Reel for 1 year. Meaning, if your Directors cut doesn't have proper clearances could be a problem for you.
